Connecting facial rig to the IK neck - how to do it?

As the title says, I have a problem connecting my joint-based facial rig to the IK portion of the neck setup.

There are no blendshapes, no skinning, just bones, controls, and constraints. My problem is that I can't figure out the correct way to constrain things; I wish for the facial setup to stay in place (no jaw movement and so on) when I rotate my IK neck or IK head. Do any of you know how to set it up?

Can someone please look at my setup and give me a leg up?
